Engineering resumes are read for two things a general template does not have room for: the codes and standards you have worked to, and the scale of what you delivered. A discipline lead scanning fifty applications is looking for the standard their project runs on and for a project size close to their own.

Should an engineering resume list projects or employers first?
Employers, with projects nested under each. A flat project list loses the reporting line and the duration, and both are what a reviewer uses to judge the level you actually worked at.
How much detail do drawings and software deserve?
Name the software you can be tested on and the version families you know, once. Then spend the space on what you produced with it — a design that was built, a submission that was approved, a defect rate that fell.
Do I include a graduation project?
Only in your first two years, and only if it used the same standards or software as the role. After that it displaces work someone paid for.
