What if I cannot disclose the spend I managed?

Use a range or an order of magnitude, and name the channel and the period. "Managed a six-figure SAR paid-social budget across two quarters" is disclosable and still tells a reader the level you operated at.

Do certifications from platforms count?

They are worth a line each and no more. They demonstrate current tooling, which matters, and they are not experience — a reviewer discounts a list of them that is longer than the results section.

Should a marketing resume be visually designed?

Keep the file a parser can read and put the design in a portfolio you link to. A designed resume that scores zero in an ATS never reaches the person who would have appreciated the design.
